When Hackett dies under suspicious circumstances after accusing Purdell of corruption, Templar steps in to investigate.

In a classic "Saint" maneuver, Templar tests Purdell's integrity by offering him a direct bribe. To Templar's surprise, Purdell indignantly refuses, leading the Saint to realize that the Mayor is indeed "well-meaning" but is being manipulated by a truly crooked third party.
